It's long been established that Gamefreak's design philosophy is pick the best one our designers can come up with, wether or not it makes perfect sense. Popplio is a good design; Poppmaid is a good design itself but the two don't particularly intersect unless Popplio is female (logically speaking). Gamefreak doesn't give a fuck about the logic part; they just picked Poppmaid and they'll have it 80% male like Meganium because that's just what they do.
