It doesn't look like it, actually. The way breeding works for a lot of Pokemon doesn't always work the same for others. Maybe it has something to do with the Incense, but you can't pass down Surf or other event only moves down.
If you could, Soft-Boiled Clefable and stuff like Wish Hypno would be more common outside of simulators.

TA seems like an option on Alakazam too, but even if it can get it while also having Magic Guard, I feel it would have more preferable options instead.
