I didn't personally play the event because I never had Celebi but if that dialogue was given to us for the sake of it and wasn't confirmed canon it'd be outright stupid.
They had a purpose.
Same with Arceus. Especially when both the HGSS/DPPt timeline were taking place at the same time. if you think about it why didn't Lucas/Dawn ever meet Arceus

Instead they both had the Creation trio and Lake trio with Regis and the rest of the Sinnoh legends. It's also a good point to note that most previous generation legendaries were accessible in HGSS and we all know ORAS was before HGSS events took place.
