It was part of an extremely brief plan by Nintendo to curb used sales and rentals in the 90s. For one week, every single one of their products was labeled [NOT FOR RESALE]. The practice was ended when Miyamoto himself successfully sold a labeled copy of Majora's Mask to a games store, thus proving the label didn't do shit.

I had a Majora's mask with this on it because it was originally a demo cartridge at an Electronics Boutique. But the game was completely normal save for the label. Maybe this one was used in store as well?
Back before portable systems had demo kiosks, they'd just send out Not for Resale copies so that stores didn't turn around and sell them. Apparently, your store did it anyway. It's probably worth more than a regular copy, but don't expect it to go for hundreds or anything.
