The point of the game it to catch them all. The concept behind the game is to reinterpret the world's culture, ideas and life as monsters that you catch so you can learn about the real world by adventuring in an exaggerated fictional version of it.

They introduced a breeding mechanic, you breed to get the baby Pokemon.
If a game for children that is intentionally easy to interpret is challenging for you then I suggest you re-evaluate your life or at least go read because being that stupid is bad for you.

It's a cute baby Pokemon that works with the breeding mechanic. It wasn't meant to be put into a smogon tier or to compete with its Evos. If anything, pichu was added to give some extra life to the Pokemon world, just as the rest of the baby Pokemon are.

The issue, conceptually, with talking a Pokemon that evolves with a stone and evolving it again is that the stone evolution is an unnatural evolution - it's evolution by exposure to an outside thing.
It's pretty impossible to justify pushing on again without sacrificing a lot of the integrity behind Pokemon designs.

Giving Pikachu, the mascot, another evolution that will be less popular than Pikachu, the mascot, is a terrible idea.
Pikachu is popular, introducing a baby Pikachu to encourage people to try out the new mechanic where you can make babies is just good game design.
