And when looking at game stats it has at least 708 base stats which is probably even more because all stats of 50% Zygarde should get a boost, its ability is completely useless however.

It does have a conscience, Zygarde Core (which is technically Zygarde itself) is basically like the nucleus of a cell, it tells the Zygarde Cells what to do and calls on them to lend it their power when it needs to.
