The way I see it there are two options:
>Option A-In Pokemon Sun Rockruff will always evolve into sundoggo an in Moon always into moondoggo, regardless of whether it was traded or not
>Option B-A Rockruff that's caught/hatched in Sun will always evolve into Sundoggo no matter the version it's in when it evolves, and viceversa
I personally A is more likely, purely because gf would really have to be shitheads to go with option B, as it would make obtaining a competitive Lugarugan not native of your version MUCH harder
It will evolve to the one tied to what ever version it's currently in. They're tied to the game not Rockruff.

Pretty sure it just shunts the in-game clock ahead by 12 hours so it's reversed in Moon.
As for OP's question, if they are tied to the game I assume you get the version appropriate one. But I'm thinking more we're looking at the standard day/night evo like with Espeon/Umbreon. Just easier to get one depending on what time you play the game the most on average.
