I would've just gone for Fire/Steel. Fire/Steel is an amazing defensive typing, resisting almost everything and only being weak to fighting, water, and ground (4x); with fighting and ground being mostly physical moves and Magcargo having good physical defense.
Meanwhile, Fire/Rock is pretty subpar for a defensively oriented Pokemon. It's a decent offensive combination, but I feel like making Magcargo evolve into an offensive pokemon changes its design and personality too much.

yeah I've seen it, arguably one of the worst designs I've seen, having water and lava flowing together around it for no reason other than to fit the castle theme is too asburd given Magcargo's concept.

If anything, solving its Water weakness could be as simply as editing the effects of one of its abilities. For instance. in addition to protecting against Freeze status, Magma Armor could also halve or even nullify Water attacks, seeing how we nowadays have intense sun weather effect that makes water attacks null and void.
