As long as Oak had that Pikachu- and he was bound to because he already knew he was going to, time travel made it unavoidable- it was the only Pokémon Ash was ever going to leave with that day. If everyone had arrived at the same time, Gary would have shoved Ash out of the way for Squirtle.
