Of all those 25, the ones that will really suffer are: Dragonite, Talonflame, and Weavile.

Dragonite is a set-up Pokemon that relies on its Lum Berry and new speed to sweep its counters.

Talonflame is a shitmon which its only niche (strongest priority move) is the only reason it is OU.

Weavile is a fast Pokemon that is super frail and any super effective priority cripples it.

Dragonite is the only Pokémon that will actually suffer because of rockdog because it can't just +1 Espeed it. The other two Pokémon will just do the same thing they would do against an opposing Pokémon that would beat it.

Talonflame isn't a shitmon by the way, it has more going for it than Brave Bird. Fast Taunt and WoW as well as priority Roost and Tailwind are all what makes Talonflame good.

Switching ends a sweep, that's the point. If you switch, your sweep has ended. As long as the Y pokemon with that move is in the game, you can't sweep with X pokemon until you get rid of Y.
It limits your options, which makes the pokemon weaker.

Yeah there this thing too, if you don't carry someone who resist rock attacks or that have high defense, you are getting free damage from Y's attack and if you are playing on smogon there is also the risk of entry hazards.

You don't only have one Pokémon on your team.

When you have a Talonflame and they have a Tyranitar, and you want to sweep with Talonflame, you need to play around that thing with your teammates.
