Because they are called Ultra Beasts and not Pokemon

Deoxys is alien DNA that turned into a Pokémon. UBs come in from another world and use wormholes and spacegates. Just because they're not human, doesn't mean we can't catch them. Deoxys' original DNA could've been from a Pokémon on another planet.
