I could see electric attacks waking up pokemon... But by that logic, most any attack should wake up a sleeping pokemon, unless being alseep is more like being comatose.

Generally when healing burns, it's suggested you run them under cool water. Exposing damaged and vulnerable skin to extreme temperatures is dangerous.
And a paralyzed Pokemon isn't being electrified, it's just paralyzed. Grounding it would do nothing.

It's blasting THE ICE AROUND THEM with fire. It's frozen, not frostbitten.
Paralyze is invalid because electricity is one of few sources.
