I could see them going without some Johto starter promo because Megas will likely be post-game. Munchlax is the Gen 4 remake promo Pokemon and he features a Z-Move, which is much more modern.

That being said, I'm still currently expected Mega Johto-starters followed by the Sinnoh starters in the remakes. I'm slightly nervous that they'll ditch Megas and go with special Z-Moves for Johto/Sinnoh starters, but I doubt it.

They wouldn't unleash mega johto starters without promoting them and pushing nostalgia. There still a popular, and valuable group of starters, and much more popular than Unova starters. Mega Johto starters would make a lot of money in merchandise so they would need to have room to promote them.

There will be very few to no new megas in Alola. I would be surprised if more than 5 were present and I wouldn't be surprised if there were non.

Development of megas has been a very low priority, the feedback was mostly positive but it didn't outweigh the negatives of having such a small dex in Kalos.

Most of the gen 7 megas I'm aware of are still in concept stage development, only a couple had playable models last I heard. They're going to be pushed off until the Sinnoh remakes in the same way that many of the ORAS megas of gen 1 pokemon (Slowbro in particular) were started for X/Y but delayed until ORAS due to time constraints.

The exception are the three already complete megas for the Johto starters which will probably be announced alongside a VC re-release of GSC, probably coming next spring/early summer. You'll be able to transfer them to the gen 4 remakes where you'll be able to get mega stones by showing an NPC a fully evolved gen 2 starter that was met in Johto. Transfers from HG/SS will count. Gen 4 starters will also get megas with said remakes, which are now what Gamefreak is working on.

As far as the other megas go, Spiritomb and Staraptor are getting one for sure. Dialga/Palkia are getting origin forms like Giratina, and Arceus is getting a mega.

Infernape is not popular enough relative to the other starters for him to get special treatment. I'd be really surprised if they drop any of the gen 4 starter megas prior to announcing the remakes. If there's going to be new megas with S/M they probably won't be gen 4 ones.

Keep in mind that quite a few genwunners are actually somewhat comfortable with gen 2. The real divide doesn't start until the advanced gens.
