Ice resisting Bug or Grass is also stupid but at least quite understandable. It should've resisted Fairy, since fairies are usually seen as woodland critters that wouldn't like the cold and it needs it.

I think ice should at least resist normal like rock and steel does. Ice being it's only resistance is dumbd.

So you want Ice to continue to be shit. Ok, moving on.

Ice should honestly loose its Fighting weakness and gain a resistance to Water, Flying and Normal. And now Hail boosts the Defense of Ice types and doesn't pelt Water and Fire types anymore, so that you can have more diversity with a Hail team. Also Fire looses its Ice resistance.

I think a very small and inoffensive change they could make would be resistance to normal and flying. Just give them a slight bit of resistance against the same things rock and steel does. Dragon could be another to help make them more relevant, but that's harder to justify.
