If it was iron type, I would agree. But it's not, it's steel, which is actually quite a bit different. That's like complaining that Fire and Electic are different types, when they are both just types of plasma.

Now, if you were bitching about why is Ice a type when we have Water, or why is Ground a type when we have Rock, sure, I'd agree. But steel is distinct enough to be its own type.
