You find Carvahna in rivers, but Sharpedo you fish up in the ocean.

Likely, they're similar to bull sharks, who can swim upstream and survive in fresh water for periods. That way, they can lay Carvanha eggs, which grow up in the water, before eventually heading out to sea when ready to evolve. Probably shares some similarities with salmon in that regard.

Route 118 isn't a river, and like I said, they're clearly capable of going upstream, since that's where you find Carvana.

You used to only find them on Ocean Routes in the original Ruby and Saphire, so I guess you can chalk this up to another way XY and the remakes are shit.

Pretty much all Pokemon can go in fresh and salt water. The only real world shark that can just go back and forth is the Bull Shark
