I was joking earlier that the Aether Foundation reminded me of the Institute from Fallout 4, but this is uncanny!
Maybe their plan is to replace natural pokemon with Ultra Beasts or Chimeras, (kinda like Cipher tried with Shadow Pokemon)

I kinda hope the ather foundation turns out to be the real "bad guys" at some point during the game, like you learn their true intentions after "accidentally" overhearing some conversation or coming across some plans. It seems strange to me that they would build an entire artificial island just to protect pokemon.
