The game turns it on by default. Reasonable gamedesign thus dictates that the game was balanced around using the thing, but because GF is shit, it's not, and instead it breaks the game in half without even implying that it should be turned off if you wish to avoid that

I turn the EXPshare off and I still find myself "over leveled" even with minimal grinding.

I'm going to get into the game files with pk3ds and reduce how much base exp Pokemon give just so I'm not in the 80s by the time i reach the E4..

I also might raise all the Pokemon's base HP, defense and special d because I hate when the game becomes a ohko fest. I dunno. I kind of like a moderate amounts of grind.
