I don't think it would be worth implementing. Like how would they type it? Is it even worth acknowledging outside of Unova? Also it would have to be stronger than Reshiram and Zekrom. And how would it exist in the modern world?

Unless they start adding Pokemon with three types, and legendaries with stats WAY higher than others, I can't foresee them adding it as more than an NPC.

They never even thought about designing the original dragon. They stated in an interview.

Maybe if they ever feel the need of bringing this lore back, they might reconsider, but don't fool yourself thinking it was deliberate and they already have any idea whatsover.
