For a mon that's only weak to fighting and ground, bulletproof gives a key immunity to Focus Blast AND Aura Sphere, the only viable special fighting moves. It's not incredibly useful outside of that, but that's still a solid boon to it.

Though, pair this thing with any levitating ghost and you already have all of it's weaknesses covered, so it's not really crucial.
