Not really because it was a form. Not even a form you could collect for a livingdex, but a temporary one for the sake of the Lavander Tower subplot.

UB-01's an entirely different matter altogether unless putting a fancy spyglass to your eye reveals it to be a Jellicent.

Every wild pokemon in pokemon tower appeared as ghost until you got the silph scope, including the regular Gastly, and once you had the scope, it DID turn into something you can catch. Marowak is the one exception.
