Level 45 is when Lombre learns it's last move, Hydro Pump. Be sure you have the moveset you want for it before you evolve it, because the moves Ludicolo learns naturally are limited as fuck.

For competitive you can wait for Fake Out (lvl16) or Hydro Pump (lvl 44)

Always had a better time using Giga Drain instead of Energy Ball. It's quite useful as it still destroys water/ground Pokemon with one hit, but gives a lot of energy back.
