Slacking would shit all over stall like nothing else. Regi's movepool is shallower, as he doesn't get Slack Off, but he'd at least be a decent wallbreaker.

This item, however, would also be good with other things as well. Tricking it onto Politoad, sableye, or clefable would make them dead weight on a team. The It would hose so many common strategies it's not even funny.
