When they grew as a corporation, franchise and market value.
It was too much merchandising for just one people to take care of, so they had to standarize their designs and style for all north korean outsourced workers to produce.

The purpose of official character art is to showcase what the thing looks like as clearly and neatly as possible.
Watercolor looks great, but it doesn't do well to convey coloration with 100% accuracy.
