It has Ash and Pikachu in it, clearly indicating that the artwork was for the anime team. That's also why there is so much detailed analysis on the personality of the design. The designs are finalized so the anime team knows how to portray the designs, even if their names are not yet.

Like the Steller sea lion, which is awfully big and could be candidate for specie change (Oshawott had the honor to become a freaking sea lion-like giant otter).
