These phases are 100% cosmetic and only show up during a cutscene during the story or as an animation for using a certain attack, having no in-game relevance just like Xerneas's formes.

No it doesn't. It says the forms (as in a synonym to "appearance", not the gameplay mechanic) they take is called a "Phase", which seems like a specific name to differentiate them from actual formes.
