There's a pond at the bottom of the basement area of Union Cave (which can't be accessed without some TMs, so you need to come back later to get there) where there will be a Lapras sprite that will make you enter a battle with a Lapras every Friday. It disappears once you beat or catch it, but will respawn next Friday.

Ah, I thought I remembered it being something you could only encounter on Friday, but convinced myself that GSC didn't actually keep track of days of the week and I was confusing it with Drifloon. It was still a hell of a lot easier just to transfer it from RBY.

Now that I think about it, it strikes me as kind of odd that they didn't create a baby form for Lapras in that gen, considering how gung-ho they were about the concept, and how popular Lapras was. It would have been a shitmon like all the others, but it might have been nice to see some chibi-Lapras present in the wild at some point.
