Pretty much. Heck I think the designers even admitted that Basculin was a last minute addition because they almost forgot a token fishmon for Unova. Why they didn't bother giving it a cool evo, or why Alolomola didn't count, is another unanswered question.

Yup, they realized that the only fishmon they had in Unova were Stunfisk and Alolamola, and only the latter is a water type, so they made Basculin (because bass are found in new york) and implemented the whole "red stripe and blue stripe" thing
