Considering what smeargle is used for, the real way it could be broken is by giving it a better speed. If you gave it better offensive stats but kept the shitty HP and defenses, it wouldn't really make any difference. You wouldn't see smeargles suddenly running draco meteor and such.

He is, get him sword dance or nasty plot, moody and high base power coverage moves. Smeargal is viable period, but IMO better in game then his niche in competitive pokemon, more so on smogon since both moody and (true) bp teams are banned.
