The GS Ball being dropped was basically the point the Pokemon marketing division (I don't think they were called TPC yet) started using the anime as a marketing tool, and the GS Ball getting written out was a direct result of the writers being told their planned Celebi subplot it was setting up was completely unacceptable because Celebi was too marketable to be wasted like that, and was instead going to get a movie complete with a massive marketing campaign.

It sucks, sure, but it's the kind of thing that only happens once. Nowadays the writers get told what they can and can't do in advance instead of being told so a year into their ongoing subplots.

Some things are a bit up in the air with plans being unclear or getting changed, obviously, like how early DP seemed to be written with the assumption it'd last for 3 years. My point was that we're never again going to have the anime have a subplot run for over a year and then get told the subplot has to be dropped period. There's far more communication between the writers and the marketers these days.

Back in the day, movie 1-3 were basically just the writers doing their own thing and making movies they thought would do well, while with movie 4+ they got told what Pokemon the movie had to feature in order to tie into what TPC wanted to market hard. It's the same reason all movies are about mythical Pokemon these days, they need some event-only Pokemon to distribute with the tickets or in theaters.
