Because unlike in previous generations, with 3D models they can actually differentiate between a Pokemon's idle stance and their attack stance. Hitmontop isn't on his head all the time, Typhlosion isn't on fire all the time, and now they can actually show that.

The only reason Hitmontop has Intimidate is because it's "idle stance" is pretty much it just doing capoeira like it always does. It doesn't make any sense to invent any other stance to it because it simply never uses it in battle.
