Not really. Worlds sported a lot of creative teams, but all season long were just Big 6 teams everywhere. I think that's what made Worlds more diverse, the need to counter the meta.

Yeah, it's because:

1. its ability can't support the rest of your team (unless you stack Flying-types, and that usually would be dumb). Note how most of the teams that use Bronzong also use Kyogre. Kyogre's rain + Levitate means it's IMMUNE to PGroudon, which is huge. It means you force a switch.

2. its strongest attack is single-target, whereas PGroudon and PKyogre's strongest attacks hit both opposing pokemon with only slightly less BP and an acceptable amount of risk of missing. It also has the drawback of lowering Ray's defences, so whatever partner pokemon Dragon Ascent did not KO can KO Rayquaza back.

3. it's weak to Xerneas.

4. it's weak to Intimidate.

5. you lose out on running other, (possibly better) mega pokemon.

If I'm thinking of the right battle, I assume it was because the opponent had a Primal in the back.

If you mega evolve on the turn a Primal is sent out, Fug's mega evolution will overwrite the Primal's weather.

If Fug mega evolves before the turn the Primal is sent in, the Primal weather overwrites Fug's instead.
He took a risk not megaing Fug since he misses out on power and defences until he evolves, but if I recall correctly it worked out for him.

To hit Kyogre harder. This is VGC not Singles, Raichu isn't getting up a Nasty Plot. It's used more as support to put a huge dent on Kyogre and even Xerneas (both aren't as bulky on the Psychical side as they are on the Special side).

Maybe in previous metas but not VGC 16 (aside from maybe Perish Trap teams). Volt Tackle is too good to not have. It has a chance to OHKO Kyogre and does a nice chunk to Xerneas.
