There's no reason to think it's the Alola form. It's been imported with no mention of having changed during it.. It would have been mentioned if they'd counter-adapted to the Rattata, but it wasn't.

You guys are overlooking something: The introduction of Yungoose to counteract Rattata want necessarily successful.
Mongooses were imported to Hawaii to reduce rat populations, which were interfering with sugar production. However, rats only make up a small part of a mongoose's diet. They're nondiscriminatory, and happily eat anything available, and don't rely on rats to be their primary food source.
If rattata adapt to avoid being eaten there is no reason for the yungoose to adapt to pursue them, since their energy can be more efficiently put to eating more eggs or insects.
