That would probably make it at least A, if not A+ ranking in PU viability. What it really needs is an attack or special attack boost, though. Right now, it's a glass pistol. It's not fast or strong enough to do anything to prepared teams. Slower and weaker than jolteon, weaker than manectric, less bulky than ampharos.

Ok so I've been thinking about this one and there are some changes that could make it a good or maybe even powerfull pokemon. Take 20 points from its Atk and 10 from both of its Defenses and put them in its HP. Give it Recover or a new move called Rebuild, hich is a Recover copy, but for Rock type. And finally, a new ability, Magnetic Flux which aside from granting Ground immunity, any Electric move used againts it are deflected straight back at the opponent.

Gamefreak needs to alter the combat numbers or the meta is doomed to stay in this priority/speed buff sweeper meta.

Defensive builds are always high risk because of the double whammy that using defensive buffs means signing up to take unanswered hits, and the random crit will just ignore anything you've set up.

They need to cut STAB, super effective, and critical damage in half. They need to remove baseline crit chance as well for competitive modes (stuff like battle tower and have it as an option for player vs player battles).

I challenge anyone to name 3 OU pokemon builds that use defensive buffs. That doesn't mean stuff like reflect and light screen. It means moves like Iron Defense, Amnesia, Cotton Guard, etc. They're just not worth setting up only to be ignored by crits or dragon tail/roar'd out of battle.
