alolan rattata is based off of a thief, and as such looks like one.

The art for the Alolan forms in particular looks like crap because its mimicking the art of the normal Pokemon, down to the same stance in order to highlight the differences. But the Pokemon clearly isn't supposed to be in that position, so it looks like crap.

Rattata is the perfect example. The in-game model has it standing upright, highlighting the pattern on its stomach. The art totally ignores this new detail. It's totally nonsensical.

Alolan rattata is an evolutionary adaptation via divergent evolution, or speciation.

Being hunter by the a daiurnal species forced Rattata, a Daiurnal species, to adapt and become nocturnal. Being nocturnal requires night time camouflage, and the fur tufts on it's face are clearly an adaptation to it's new life, and rivals. If anything, I'd say the "Mouse-tache" Guards the Eyes better in scrapes with more toothy attackers, and having whiskers set bellow the eye doesn't aid night time navigation, put 'em up front and feel what is up front, not already too close to sensitive eyes and ears.
It's not that bad, but everyone can have their own opinion.

Hawaii had a rat problem long ago, so they brought in mongoose to take care of the rat population. But then the Rattata evolved to live in urban areas, away from Yungoos, and are nocturnal, unlike Yungoos. And of course Gamefreak, as they seem to be doing this generation, took that invasive rat/imported mongoose relationship a step further, and have alolan Rattata a robber and Gumshoos a detective.

This generation seems to be a big turning point for Pokemon. They seem to finally be doing new things and taking risks that will hopefully pay off amazingly. One of these things seems to be the Pokemon themselves. Think about it! Any other person would make a coconut crab Pokemon, a matamata turtle Pokemon, and a stag beetle line, and just leave it at that. But of course Gamefreak made a BOXING coconut crab, a SULFURIC LAND MINE matamata turtle, and an ELECTRICAL stag beetle.

Pokemon is changing. The Pokemon designs themselves may not be realistic/appealing to some people, but they are becoming more creative and (more importantly) full of PERSONALITY. I think that's a good thing.

I've found the opposite actually, older concepts were executed rather clumsily (Jynx and Mr. Mime are simple to the point of lazy, while simultaneously being over designed) where most people claim "simple = good" and give Gen 1 a free pass for most of it's terrible designs.

Let's look at Grimer here. A slime monster which is okay by itself, but Muk is literally a bigger grimer and with only the eyes and number of fingers to distinguish it. Voltorb and Electrode are literally just flipped, and they gave Electrode a stupid mouth for no reason. Gen 1 had many simple designs that were okay then betrayed by a lack of creativity.

It's where most of the gap comes from design debate among Pokemon fans. Gen 1 fans claim that simple = good no exceptions, and new gen fans claim concept = good with no exceptions. There are nuances to them all, and if neither side will admit that then there will be no discussion.
