Steel/fairy has more resistances, but normal/ghost would have three immunities and only one weakness, which is less common than the two weaknesses steel/fairy has.

Resistances are more important. Normal/ghost has barely any resistances. It'll have trouble switching into anything because it's gonna take neutral damage from fucking everything.
