Would signature moves / "special" moves be a feature that could boost the viability of less viable mons, where the move in question only has unique effects based on the mon using it?

>Elekid line, Thunder Punch is now 90 BP
>Mankey line, Close Combat doesn't reduce defenses
>Baltoy line, Cosmic Power also increases Sp. Atk one stage
Pros: No extra work to create new moves, and other mons wouldn't be able to abuse the best ones, Smeargle in particular.
Cons: More complexity as besides everything else you'd also need to keep track of what special snowflake move certain mons get.
