Not saying it's acceptable. It's lazy and stupid. I like how HGSS had a full Cerulean Cave, but HGSS and B2W2 are both guilty of similar things to this.

HGSS and B2W2 had generally more stuff to do than XY, so a few legendaries being in easy to get to locations isn't as a big a deal.

Plus games like HGSS, B2W2, and ORAS are trying to fit new stuff into an old region, while also needing the time to add all the other new stuff. It feels worse when they're half-assing what few extra stuff there is in a completely new region.

XY are the Twilight Princess of the Pokemon Series. A good game that is riddled with references to what the majority of people consider to be the "best" entry in the series. ORAS was just made to appease hoennbabies. Gen 6 is a huge tech demo in its entirety.

No it isn't. They barely even used the 3d properly. The overworld is basically gen V with better models and 3D characters instead of sprites.
The fact that gen VI doesn't look like Sun and Moon is its biggest flaw. They had the tools but they didn't use them for no fucking reason.

It's not an issue of space, you could easily fit RBY's Route 23 in GSC, it's an issue of time. There's data for a bunch of beta maps they could remove to make more space, including what some people believe is a longer beta version of Route 23.

It's true that GF had trouble even fitting Johto into GSC and Iwata cleared space, but after he cleared that space you'd have no issue. The reason Kanto is so chopped up in GSC is because this happened shortly before release and they didn't want to delay the game again after three years of development.
