There's this wonderful place called Santa Monica pier where ever 5 steps you run into a pokemon and every 8 steps you hit a pokestop.

There's a few other areas in the world like that too, people who go there and spend 6 or more hours walking there, yeah, they'll easily have over 1 mil stardust.

According to pokeassistant a 1752 Dragonite would be around lvl 20 at worst possible IV but that's 6 CP short and a 1796 would be 20.5 so at the very least your Dragonite encountered was lvl 20.5 and according to the site I linked, a lvl 14 Dragonite has a base catch rate of 8% since it halves for every evolution(Dratini base 32 into 16 and then 8). So according to this shit, a Dratini's base catch rate at lvl 20 would be 27 so a Dratini would have 13.5 and a Dragonite 6.75%. Berry increases catch rate by 1.5 so it would go to 10.125 and Ultra Ball would increase that further.

Could be making bad calcs though but it seems like you had less than a 15% chance of catching that Dragonite per throw.

Use a mon that has LOWER cp than the first one in the gym. Beat him, run away, repeat.
This will net you like 510-520 exp each time, so you should be able to open up an extra slot after just 4 victories. Obviously having a mon that's only a few cp lower, and has a type advantage, will make this much much easier to do. If you don't know how to dodge during combat, youtubing that will help you.

If you don't care enough to do all that, just place your highest level Magikarp in it and beat him multiple times with low CP Pidgeys/Rattatas/Weedles. Don't even need to use revives or potions, just transfer them away when they die.

How do you know they're not friends? Those CPs aren't so unbelievable for their lvls except MAYBE the Vaporeon which is doable but he must have spent a lot of dust on it. In my town, there's a couple themed accounts like Casinoguy and Casinochickgirl who are obviously a couple, siblings or something because they're always in the same gym but I've observed them as they leveled up from 5 to 20. You can raw evolve a 800 or so Eevee into a 2100-2200 Vaporeon which is why I'm not seeing many indications of foul play. For reference, these are my Vaporeons and bear in mind CP scaling for wilds caps at 30 so he should find about the same level of stuff I do.

Unless you have seen them take gyms without being present or other indications of botting/spoofing, I would not report them since you'd be risking getting legit players banned(and possibly a pokeqt).

It's a late model chevy with a small cab in the back, he was facing me while I was at the light ~30 feet away. Unless someone else was laying down in the back or hiding in the floor board, the adult male in the driver seat was the only person in the car.

I suspected something was amiss when the exact same 3 people were taking and starting to hold all the gyms in my area with multiple lapras, dragonites, and 10k egg types.

The same 3 people, and only those 3 people, in all of the gyms, until someone else comes along and levels up the gym after them.

I thought they were spoofers to be honest due to their high end pokemons and their ability to be at nearly every gym and hold them.

That is until I saw him, with my own two eyes, alone in the parking lot yesterday putting BigTravi and MisterBab in the gym right after he beat it.

Maybe it started out as a family thing, maybe it is a family thing. But he used all 3 accounts at least once so its likely he has done it before and will do it again.

And no, it is not okay to have multiple accounts under your control. Its the same as the asshole with 10 bots accounts filling up 1 gym with 10 3k dragonites.

It prevents others from fairly having a chance at taking it while they collect 100 coins/5k dust on 10 accounts every 21 hours.

Can someone please explain what IV and 90% mean?

Is there any good reason for Pokemon to be able to flee in this game? It just seems wrong that the game makes you waste items (a few of which you may have even paid for) and get nothing in return. Then you have to go walk around irl trying to search for the same thing over again, unless you're at a nest.

Every Pokemon has a hidden value for each of their three stats that ranges from 0-15 extra points they get compared to other Pokemon of the same species and level. Those are IVs. When you see stuff like 90%, that means a Pokemon has 90% of the 45 available IV (or individual value) points, like 14 Attack, 13 Defense, and 14 Stamina. How do you weigh perfection percentage against movesets?

If your Pokemon has shitty movesets but a high IV%, how does that compare to a Mon with the best moves but with lousy IVs?

A Pokemon with high CP is just high level. It can still be trash with bad IVs that will become redundant the second you get a good one

Movesets are what matters but if you time to get a high tier Pokemon at all snagging 20-100 individual ones to do it your going to get a solid one eventually

My friend only spoofed locally until a few weeks ago when he heard Niantic was giving out perm bans. He used Nox. He didn't get banned.

Key is that you won't get banned when you spoof with caution. No one at Niantic is going to check on what fucking device you played and shit. I had rapidash in a ball at least 3 times and hitting that throw was extremely hard. everything else ran on the 2nd or 3rd time it brike out. It's just not fun anymore. I go out to get rapidash from the nearby list and it runs and so does fucking everything else.
