Here is the thing: nobody actually knows. Like in real life, there are animals that humans have never seen breed or lay. All pokemon are like that. I don't think anybody in the pokemon world even knows about egg groups.

My theory is that it's just that the topic of pokemon breeding is taboo. It happens but everyone pretends they don't know anything about it. It might even be a crime. Who knows?

Earl's Pokémon Academy in Stadium 2 begs to differ. The Pokémon obviously breed, which is proven by egg groups, but that isn't seen or brought up because kids game.
