I think the anime made evolution and experience be more personal instead of "win battles"
This is mostly season 1 talking though, i recall a paras evolving by being tricked into thinking he won a battle. And didn't Charmeleon evolve into Charizard just so that he can take to the sky and fight Aerodactyl?
Koffing and Ekans evolved just by the rockets crying on them
Maybe that Treecko had an uneventful life?

Wild Pokemon don't evolve as often as their bodies will be bigger, meaning that they would need to gather more food to be able to sustain themselves.
