Not really broken but it sure would make for a big change in the metagame, you'd have to actually make sure your pokémon can still stand on its own when it's not mega evolved, like moveset and all.
Would force mega evolvution on the first turn against known Trick Room-users. Thats why based Mega Beedrill with U-Turn is best mega~
