Narrowing down possibilities from gen 1/3-6 it's one of the following.

Red or Green, both are powerful trainers in the pokemon game universe, I'm leaning more towards Red since he's a bit stronger than Green, but who knows.

I'm gonna be skipping Johto because honestly the only memorable trainer from there was Whitney and I doubt she's going to Alola.

My second guess would actually be the cop with the code name 'Looker' You see him quite a bit throughout the series, even in ORAS you find him at the battle resort and he has Amnesia, it's a bit of a stretch but I do think he'll have something to do with the sun and moon plot if he isn't the champion regardless, it's possible he might become a powerful trainer through the battle resort but that's a bit of a stretch but, not impossible.

My third and final guess honestly would be Lisia, she did say she'd be battling pokemon after she loses to the protagonist in ORAS and she already had access to mega evolution which makes her arguably a strong trainer, or at least one with potential.

I hope it'll be Alder or Benga. Alder because I liked the character, he never got to be a real champion and is a "wandering" character so him being in Alola wouldn't be a stretch. Benga because his role was very limited but he was hinted at being a talented trainer like his grandfather and probably also a wanderer.

I always thought Jasmine was one of the most memorable. Poster girl for a brand new type at the time (even though I associate her more with Electric than Steel) and had a bit more of a role in the game than just sitting in a gym waiting for you to fight her. I understand why it is that way in an in-universe sense, gyms arent there to be unbeatable, they're there to challenge trainers and help them understand type match ups.

Oddly enough XY of all things started off with a couple of gyms that at least attempted to cover their weaknesses; Viola and her Surskit to take on fire types, and Grant and his Tyrunt only taking neutral damage from grass and water.

It was likely originally an allusion to a Shiny Charizard, and like with everything else in the games, the anime found a way to adapt it. Remember that in the Anime, Steven also had a Shiny Metagross, while the games he has a regular one as usual, with just a Shiny Beldum Event.
