So, more a router specific problem i think, but
while using my phone as a hot-spot for my 3DS with pkmn OR/AS, everything is fine and i'm able to use every online feature
but if i connect via wlan at home, i can't battle on battle spot, while everything else works
It kicks me out before i'm able to choose anything with the message "an error has occured"
as i said before, this works fine with phone hot-spot
already tried to open ports or get use of DMZ, nothing works.

I started competitive battling in Gen4, gave it a little go in Gen5 and am only now getting into serious competitive battling with ORAS. I have never understood these Smogon Tiers like OU, UU, Ubers etc. Smogon is a fansite, right? They don't control the game in any way. But they make these rules like not being able to use certain items when fighting in certain Tiers. How exactly are these enforced? Or is it concerned common decency?
If I battle online, I can use whatever team I want, right? Or am I only allowed Pokemon from certain Tiers when fighting against others who use the same Tiers?
I just can't get my head around it, sorry for explaining this so poorly, but if anyone could give me a quick rundown of what these Tiers and Smogon are all about, I'll be very grateful.

About 1 out of 3 random people online are using a standard ou team with tyranitar, gliscor etc. The sets they use are always the same so you can counter them most times even with a weak team. Heres a fight i won today with a retarded team because the opponents team, which was a lot better than mine, was easily predictable: XFEW-WWWW-WW4N-RMDL
