The description means that, unlike Raikou and Entei, Suicune doesn't actually run from place to place. When it wants to leave, a strong wind picks it up and sends it careening off into the horizon, tumbling about in the most pure manner possible until it gracefully crash lands at its destination.

It's quite a spectacle, really.
