There are Gen 1 Pokemon in Kanto and Hoenn.

There are Gen 3 Pokemon in Hoenn, but not in Kanto.

You can find it on the Sky Pillar in ORAS if you didn't catch it the first time.

Kanto wild pokemon have changed every time it's portrayed. You couldn't even GET some Gen II Pokemon outside of Kanto, making Kanto their original location in GSC (Houndour, Murkrow and Slugma).

The only Gen 3 Pokemon obtainable in FRLG are Azurill, Wynaut and Deoxys, and Deoxys is an event only Pokemon for those games.
