I was also confused when the anime and gen IV showed Nosepass as blue/indigo and angular instead of green (at least it always looked greenish to me) and rounded. The official gen III art also shows it as blue/angular, so I'm guessing they just forgot to switch the sprites out from an older version of its design. Or it was another case of crap-ass spritework.
