The fact that it can't learn Clear Smog that should be his unique move bothers me

Torkoal's stats are very good, it's as bulky as Skarmoy is, but its biggest downfall is that it's a pure Fire type, which isn't ideal when you're really slow. If it was something like Fire/Steel or whatever it'd probably be at the very least UU with it's stats and movepool. It doesn't help that it's ability sucks. If White Smoke worked for moves like Overheat and Shell Smash, it'd be at least decent.
