Gogoat is my bro, but it's nowhere near viable competitively.

Nothing, pure Grass is just an awful typing.
And Gogoat isn't really that bad - it's just nothing special.

If it had a typing change to maybe Grass/Rock or something it'd probably be much better.

I can't remember how I ev'd it but it could a few things, might've been to survive a flamethrower from Char-Y.

I think it's fine, it wasn't meant to be too crazy. It would be cool if they somehow gave it Stamina from breeding with Mudsdale.
Terrains might be more popular in SM I doubt it so Grass Pelt might help its bulk.

I don't know if that would make it broken but what about an exclusive ability "transporter".

I saw what they were trying to do - make it well rounded. Alas, it's options are really limited since it needs Bulk Up to do anything and it needs to use Horn leech for any amount of STAB. It functions completely without an ability and if you use a slot on Milk Drink you'll have to choose between EQ and Superpower for coverage, neither of which are ideal (e.g. it cannot touch Flying types with anything but Rock Slide and Wild Charge, but Wild Charge is mostly redundant since you're hitting water-types with horn leech), etc

Give it Simple as an ability and it would at elast break into RU. Maybe making it Part Ground would make it high RU but it certainly can't get higher than that.
