Well, I'd say buy it before Sun and Moon come out
If you play it before Sun and Moon the graphics will upgrade from ORAS to SM
If you play it after Sun and Moon the graphics will be a downgrade from SM to ORAS
It's really just RS with some extra stuff and better graphics, most people only complain about it because they were spoiled about the new stuff, so basically you're good to go.

I like that the run of the mill NPCs in ORAS look like their original RS sprites, but with better art. Pretty much the only remake to do that so far.
